Scan the TAN application file and construct the TAN configuration by merge with a data sheet file.

In particular the VENDOR, TYPE and PRODUCT are set by the application file. Then the FILENAME points to a data sheet with the electronics parameters. More parameters (motor, encoder, servo loop settings) are queried from the electronics. Finally that fuller set of parameters is dumped to a Basda configuration file.
